This site is part of Google's Adsense program for publishers that do large volume.
Note how the number of ads is increased and special code is given and this site would clearly be a violation for a smaller publisher.
Straight from the TOS.

So you can see why smaller publishers are easily confused or confused into thinking it's okay to go ahead and "cheat". What kind of message does this send to the little guy.
Google is not the Corporate "nice guy" they want the world to portray them as. They are a corporation that is first and foremost interested in PROFIT.
Do you think that people looking for Smoking Hookah are looking for Drug Rehab? Hardly.
And what makes this even worse is it is CLEARLY just a parked Made For Adsense Page.
