As has already been suggested, locate super affiliates. Then call them or snail mail them with a good explaination of why your affiliate program would be a good return on their investment (time).
If you publish an ezine, ask your subscribers DIRECTLY to become affiliates. Keep that message in front of them since it often takes many exposures to a message for it to register on the conscious level.

Consider whether you should open an affiliate program to the public or just keep it private via a few super affiliate JVs.
I think it comes down to your product and market...
Unless you are in the happy position of being able to confuse customers with affiliates at every opportunity (such as "internet marketing"), or the product is very generic (dangerous) or you are desperate for exposure, you may well find that the "cost" of affiliate support is not justified by the results of the "average" affiliate.
Never underestimate the time and effort it will take to run a free-to-join affiliate program. Not surprisingly the people with the least experience tend to ask the most questions. Sadly, there is a strong correlation between lack of experince and poor results...

So,
Who would you suggest we contact, if we wanted to "keep it close." Our product is b2b, and I can see us having a handfull of SuperAffilates that consistently produce for us.
Ideas?
