Hi, Im new here, and i thought i'd pose this question to all: Im located in South Africa and Paypal refuses to allow merchants to open accounts in this country. I'm really missing out on business because most of my clients are students, and US/Uk residents that use Paypal. I can only offer credit card transactions as yet. I asked if i could open a UK Barklays account but they still said no, they wont deal with SA residents as yet. Any suggestions?
There are people who opened a bank account and used mailing address in the US by engaging a service of some companies who provide that kind of services. But the risk is always there.
To be able to accept credit card payment, I suggest that you check out 2Checkout.com or any other 3rd party payment provider. My partner and I had used 2checkout on one of our sites since year 2000, and we have not much problem with them. We also used Paypal on a few other sites.
Just for comparison, their per transaction fees are higher than Paypal but I've found that their payment system convert better than Paypal.

I can add to the reputation of 2CheckOut too, I am the vendor and purchaser with them. And must say they manage to do impossible - combine quality service for those who sell and those who buy.

1) Fashionsite : Please check with Paypal how they can help you. Email them and they will gladly assist you with any querries you got.
2) Jetbrain : You are looking for ways to have US bank account even if you are not residing in the US?
I just got this resources 2 months back. You can have your US bank account, wherever you are living. All they need is the photocopy of your passport.
