Can a relevant keyword PR5 page outposition a relevant cloaked keyword page without pagerank?

I notice a pattern in the competitive keyword niches that many sites contain no PR & you are not able to perform SEO analysis of their sites.

However, the sites without PR look like spam generated sites with keyword search engine results.
