You want to submit a press release whenever you have something new on your site that might be interesting to people. The other thing to remember is that people want value so make sure you are offering something that will make people want to visit your site.
It can take upto a month to really see any decent results from a good release.

If you want an idea for a press release, just pick up a newspaper. On any given day you will find 10s of stories that originated as press releases.

The more INTERESTING press releases - the better.
Remember the guy with 1 dollar pixels? He got tons of traffic from press releases, and press releases mostly.
