Last year I created a program that is geared toward business people, entrepenuers, chambers of commerce and tourist/convention boards.

I joined one affiliate network and have had some interest, but not what I would think for such a unique idea. I'm wondering if the network is widely enough known to generate interest from high traffic sites.

I've looked at several of the major networks, but it seems they may be out of reach, financially, to be able to join them. Are there networks available that don't charge setup or monthly fees and have a large enough following of affiliates that they could generate more than a handful of clicks a day?

The other option is simply creating my own affiliate program and running it. Advertising it on the various affiliate program sites and hoping that it takes off based on the higher referral fees I could pay do it this way.

Lastly, having read through the forum a bit, it appears the new goal is to create residual income with affiliate programs. The way my program works I could actually set up such an offer. Would it be better to pay a larger upfront - one time fee or a smaller upfront fee but an ongoing annual renewal fee?

Any thoughts are appreciated.

one network i know is omguk.com which charge no set up fee .. but i am not sure if they work with normal sites .. because they have just big brands with them.

I think it really depends on what type of products you are selling. Physical Product, Digital Download or Services. And whats the margin like for you to make it viable for the run. Bare in mind that you need to provide a reasonable percentage of commission for affiliates in order to attract larger numbers of Seasoned Affiliate and hopefully higher rate of conversions from affiliate sales.
