If you are using Internet Explorer it could be because your cache is full. Try deleting your temporary internet files (from the 'Tools' menu select 'Internet Options' and look under the 'General' tab).

Sometimes site owners disable the ability for visitors to view their code through the use of a Javascript. Sometimes a site owner will have a pop-up that explains it, while others will simply disable the view source code without explanation.
