They vary extensively. Some of the factors involved are:
W3C Compliance
Local (are they local to you or online)
What type of site?
How much "fancy stuff"? JavaScript, DHTML, PHP, etc.
Logo creation
And of course... do you personally know them. 
I recently hired a friend (who runs a web design business) to redesign my drop ship website (link in my sig if you want to see it). He did an excellent job, and I got a big discount because I am not his normal target audience. I know how to design sites, I just had a bad case of "designers block" so I hired him to do a template for me. I did all the work from there.
