You realize it's not a good idea to let anyone exchange links with you. Your reciprocal link exchange directory should be targeted and not a mass free for all. Keep them relevant to your site and theme.

P.S. You may want to reconsider your pop-up and exit pop-up use. Maybe just keep the exit pop-up.

I use http://www.link-swapper.com/ and the system allows all sites to link as long as they reciprocate.
The advantage is that the tool does all the work.
I gess that for related sites i would have to search myself.
