Post subject: Rejected because of Italian address - any hope?

Hello,
I recently applied to Adsense, but unfortunately, I was rejected because I live in Italy even though I have an Italian tax code (they didn't ask for it - just rejected my site because of my home address).
I even have a SSN from the US (I am an American citizen) - but my residence is in Italy. I am not desperate to get in, just wanted to try it out, but I am curious, do any of you have any suggestions?
If I have to jump through many hoops then I probably won't do it. I am too busy as it is, but I would love to hear your feedback.
Here is the letter that Google sent me:

You could set up a payment address in the US, with family perhaps? Have them receive the payment and deposit to your account.
Since you are a US citizen this seems the simplest way to handle it.
BTW Google will be implementing other payment options somewhere along the line as well. So if they end up with direct deposit, and you have a bank account in the US, you would be able to do that as well. When the option becomes available ... whenever that might be

Can anyone confirm... exactly where do you have to be based to be eligible for AdSense?
Was Tim's case special in some way - because he's an American citizen based abroad - or is it all businesses based in Italy?
All businesses based in the EU? (Surely not!)
The reference to VAT made the alarm bells ring a bit. Can anyone shed any light?

So, it looks like Italy has been singled out.
Not even the mighty Google could handle the Italian bureaucracy!
I can almost see the Google administrators shaking their heads in disbelief at all the documentation, government fees, and various unending hoops to jump through, throwing up their arms in utter frustration... yelling, "forget it!!! Not even 19 million Italian internet users is worth this headache!!!"
And you know what... I don't blame them!
