Last Spring I decided I wanted to do a water sport site. I researched keywords and looked at the top 20 sites in MSN and Google. I could see that I could outdo them so I chose the phrase water sports equipment as my keyword phrase. When I paid Inktomi to submit I was #6. - for a month. Now I am #17. I just ran Axandra's IBP on the top ten and theyare all cloaked. Not only that the keyword phrase nor any of the words in my keyword phrase are even mentioned on the first page.
Do I abandon my site? Hire someone that can outcloak the cloakers? Any suggestions welcome.

First of all, I think you should be focusing on Google, not MSN. Google will bring you more than 70% of your SE traffic.
I took a look at your competitors with the above mentioned keyword in Google and it doesn't look like any of the top 10 are cloaking - I noticed one using an interesting dynamic content set up, but no cloaking.
I also took a look at their links, #1 had 282, #2 had 59, and #10 had 1, so with a little bit of work, and good solid optimization, you should be able to get into the top 10.

Well, only if you like to give up easily.
Don't hire a SE trickster, just make sure your page is optimized correctly, and that you gather some good quality links towards your site. Have whoever links to you use "water sports equipment" as the anchor text in the link to you.
I can't look at your site (don't know what it is) to see if you have any blatant errors, but I can't imagine that you would have too huge a difficulty getting a good ranking.

I agree with Timothy. Concentrate on Google alone.
If you get good results with this search engine, you automatically get good exposure at Yahoo and AOL.
I say it based on experience. My site http://profits.cc has more than 1,300 pages and ALL have been indexed by Googlebot.
And I get visits from their robot every week...
Thus, I get lots of targeted traffic for free - more than 500 visitors per day. My Alexa rating is 18,000
I also find that cloaking is NOT the main issue to get good results with free search engines, but rather:
1) the choice of keyword phrases,
2) the body text copy,
3) the Title tag and
4) the keywords in the links that point to your web pages.
