I think that Google and ezBoard have a deal. I could be wrong, but ezBoard (a message board company, they host the boards on their servers. Free if you allow banners) just started this "new targeted text banners" deal.
They look just like the adsense ones, except they don't say they are powered by Google.
I think they may have signed a deal. If so, it is a nice one. Millions of impressions a day? from all different topics? Sounds nice to me.

I just spoke with one of the leading guys in message board hosting, I know a lot about what is going on with it now. Too bad that, that entire market will be swamped with crappy messages boards.

Bobby, the AdSense ads are appearing at the bottom of these pages simply because we placed them there 
Sometimes paid ads are displayed but if Google can't make out the topic of the page it displays charity ads, so there are quite a few of them being displayed.

Allan,
I noticed one of those ads is for an online college offering Associate Degrees Programs.
I guess it's one of those times when words can have different meanings.
