Yeah, you do either pay in time or money.
You can outsource your backlink building, social bookmarking and article submission but you also need to make sure that the people that you are paying are going to do a good job for you.
Hunt through the forums and you will soon see who you can trust to do the job.
When it comes to social bookmarking and places like Facebook and Twitter make sure that you are providing great content for people and not just submitting your URLs all the time.
