some of the sales pages for article spinner/submitter sites suggest that the same article submitted to multiple article directories results in only one back link credit. No doesn't mean the links don't count.
What they are talking about is duplicate content.
You want the pages that link back to you to have some ranking.
Some say that google does not give any ranking to sites percieved as duplicate content. So if you have a ton of copies of the same article distributed all over the web, that's a lot of websites with no ranking with links to your pages

Each link you get from a unique site on it's own IP is a unique link.
What they are suggesting is that there is a duplicate content penalty ... which means for example that Google recognizes your article as being the same across different sites, so they choose to filter/penalize your link and only count it once.
Is this a reality? Yes and no. Google is pretty good about filtering content. However if this were the case then all the Newspapers would be in big trouble because they print the same AP Newswire stories.
The bottom line is Google is NOT everything and a lot of other sources may not see things the same way. And Google is not as big a deal in other countries.
I saw a quote in an episode of The Office the other day from Wayne Gretsky... and I'm gonna butcher it here but it basically says:
"You miss 100% of the shots you don't take" _________________
