Hi all,
Can I circulate my blog URL to my friends through e- mail ? is this against Google adsense policy?
is there any problem for using our blog url as signature in Forums and all?
can any ome pls help me

Thats not actually against Google's policiy, but just make sure you make your mails a bit personal, and if possible, don't try to forward one message to everyone... it makes you a spammer.. and you might end up in their spam folder. This means they won't see your message directly unless they check their spam folder before deleting every spam message.

Well NO.. as long as you don't tell them to click your adsense for no reason.

No, you can absolutely do it. This is the beauty of adsense marketing. You can email your posts but you should not click your own ads.
Or aybe your friend is just in nearby neighborhood, your IP might get very near and Google might get suspicious thinking that you are clicking your own ads on different computer.
On forum signature, you can post your blog url. No probs about that.
