You know that eBay moved its affiliate program in-house? Leaving CJ behind?? So, to answer your question, they are still accepting new affiliates. They are being picky, though. They aim to not accept people when they may have a track record of not following affiliate rules. The consequence is that many people from countries in (I think) Asia and Africa have found it difficult to get a new affiliate account with eBay - even if they have been working ethically within the terms of the eBay affiliate program when with Commission Junction.
For those people who have an eBay affiliate account, the new eBay tracking system has been a little "iffy".
