What I have done in the past is post the company on high traffic affiliate forums and see what response I get. Sometimes I see responses that do not seem right so I stay away. Also sometimes this works sometimes it does not.

If it fails you can also test payments by starting small with a new affiliate company and see if they pay.

Just write a few free articles and submit them or post a few classifieds on craigslist or usfreeads. Try to focus on long tail keywords becasue they will get ranked in the search results easier and also probably convert higher.

Once you make a few sales see if you get a check.

If not then you know your answer.

Good luck.

If the company that is offering affiliate program is part of big affiliate networks like Commission Junction or LinkShare etc, then it is most probably reliable.
Even if it is not listed with these affiliate networks, you can check their customer service by emailing them about their past record, no. of affiliates etc.

This is just my 2 cents.

Difficult to say man. I worked for affiliate houses and also company individual affiliate programs. All of them are good at paying. Only on UK site easydate has delayed sending check by more than two months. Check my signature links for details and if you want how I did promotion and all leave me a PM.
