hello,

google says... Prohibited Uses. You shall not, and shall not authorize or encourage any third party to: (i) directly or indirectly generate queries, Referral Events, or impressions of or clicks on any Ad, Link, Search Result, or Referral Button through any automated, deceptive, fraudulent or other invalid means,...

Am I allowed to say ...please take a moment to visit a sponsor....then put an adsense ad after it.

after just say the person has sign up for my site.

No. That would be encouraging clicks.

To add to what Allan wrote, you can't call attention to your ads. I've read a number of accounts of people being banned from AdSense for violating their policies. I highly recommend reading their policies and following them strictly.
