I notice that for one of my sites a particular keyword costs $4.65 from search engine X and the same keyword costs $.05 from another search engine. What factor accounts for the delta?

Supply and demand.

On the second SE, there are not a lot of searches for that term, so the cost is lower.

Trends in PPC especially on keywords tend to vary with different search engine or PPC providers - and is generally a good thing as you have the option of getting better clicks from other engines.

Have you tried selling text link ads as an alternative? There are a variety of companies that can help you out with it. Depending on your site - the results can be better than PPC or CPA.
