The Google FAQ says

If your site is not yet in our index, it may take
up to few hours or more before we are able to
crawl your site. Until we are able to crawl your
site, we may serve public service ads, for which
you won't receive any earnings.

Does this mean that a page must be in the index
before relevant ads can be seen and if so does
that mean that a new page added to your site will
not show proper ads until it is indexed ?

No. Google makes the best guess it can. It does that primarily by the URL. So, the domain name and the file name for the page really matter at first.

We've developed a free AdSense Tool to show you what AdWords will be displayed until Google gets around to indexing (which can be a few hours or a few days).

I've read discussions elsewhere that some people are starting to see more charity ads for one reason or another.

I have AdSense on 5 sites now and with 4 of them, they are delivering very relevant ads.

The 5th one is confusing. The topic is a very popular one - I checked at Overture and there are many bids and tens of thousands of searches per month. The domain name has the key word and the home page has 5 paragraphs of solid content filled with key words.

Yet - after a few days, I still have charity ads.

I think this thing is still a work in progress.
