I don't see the use of redirects as "unscrupulous" when it comes to on site links and PR...
I make the parallel with an offline shop. Imagine that just inside the window you have various signs advertising different sections of the shop. Surely it's reasonable to use different sized signs (in different eye-catching colours), to some (but not all) sections of the shop, depending on where you most want people to go.
In other words, the most important part of the shop is used to selectively promote different parts of the same shop without the owner feeling obliged to promote all sections equally.
Surely neither the local chamber of commerce nor the public would discriminate against a shop that chose to selectively prioritise certain parts of itself.
That's how I see PR (and it's "manipulation").
