Post subject: When is content "duplicate content"?

Suppose I have a site for plumbers and another site for carpet installers. I write an article outlining how a recent IRS ruling affects small businesses at tax preparation time. I want to put the same article on both sites.
Each of the sites has a unique layout - navigation bar, "heading" at the top, etc. Is that unique enough to put the same article on two sites and not have it considered duplicate content?
Would I need to alter the article somewhat and make "plumbing" comments on one and "carpet installer" comments on the other?
How much of a difference is needed to keep the two pages from being considered duplicate content? I read once that pages needed to be 20% different. How does one measure such a thing - how do you know when you've achieved X% difference?
By the way, all of the above is written with the assumption that duplicate content on different sites will hurt (or at least not help) one or both the sites from a SEO perspective.
Thoughts? Suggestions? Comments? Wild guesses?

I have used the exact same article on seprate pages with different templates, but I generally include a unique paragraph - normally at the start.
I do this as an introduction to make the page seem more targeted and maybe optimise a little.

The only measure I have heard was to vary the pages by at least 100 bytes (characters). This was from a reliable source, but it's a long time ago...
The concensus then was that the duplication filters were very crude, but this may well change. Thinking longterm, I'd change the pages as much as you can.
