The statistics vary hugely, depending on a lot of things, such as the quality of your site and the industry.
In the Internet marketing field, for example, people are bombarded with link requests and may be very choosy about the sites they link to. It's often easier to trade links in very small niches where there isn't a lot of competition.
Some site owners will link only to sites that have a reasonable PageRank, say 3 or 4. (If everyone did that, no new site would ever be launched successfully.)

Your numbers sound similar to what I faced when I was cold contacting people in my niche to trade links. I had no idea if they were interested in trading links or not, I just started contacting everybody in my niche. Miserable results, like you report.
Stop aiming at everybody and anybody and refocus your efforts on those who you know want to trade links. As example, if a webmaster has gone to the trouble to register with any of a growing number of reciprocal link directories, then you know they are actively looking for link partners. There's no guarantee they will link with you, but at least you are contacting people who are interested in what you're talking about. You should see much higher response from this group.
