The short answer is yes, they complement each other. SBI is for your primary content, TE is for boosting your search engine ranking. (SBI can do that too, but not in the same way).
I posted my short review at another forum, and here is the text:
I've purchased it and used it on 2 of my sites to add huge amount of keyword targeted content to my sites, by pushing of a button (literally).
The results are IMPRESSIVE. On one of my site, it generates many many pages that contains targeted keywords that I selected.
I believe the software works best if you already have a site, especially mini site.
The idea behind that product is simply brilliant. I'd never thought of doing it that way, even if I had, it would take me many hours if I do it manually.
I emailed Jeff a few times and asked him about possible enhancement.
In an email that Jeff sent me, he said:
"I recently launched a review site. It had 0 traffic (brand new site not indexed by Google). Three months later it's up to 30,000!!!"
I hope once google does a full crawl, my site ranking will skyrocket!

A couple of points I want to make:
1. You do need some html knowledge, to modify the templates a bit. But it's very basic knowledge. If you choose not to modify the teamplates, then no html is requried.
2. If you select many keywords, the number of files it generates can be BIG. You'll need a host that gives you big enough disk space to host all those files. It generated 40MB worth of files for me, because I have many specific product related keywords. Needless to say, I had to wait a long time for the upload to complete.

I couldn't disagree more in this case. In my opinion TE most definitely does not compliment SBI. SBI is all about original content, created by you and designed to read by humans.
TE will create you loads of pages based on search engine results that may well rank well in the search engines. But just try putting Google Adsense on them. Not a hope that would happen. But that's certainly one of the main aims of SBI.
Plus given that the program is so new how does anybody actually know how well it's going to work in the future? At least the SBI sales pitch provides you with the real websites that are working now.
Hands up who would ask Ken if TE is a natural fit with SBI?

I also disagree.
All the posts that I've seen in different forums from those enthusiastically singing the praises of Traffic Equalizer, will not give even a hint of what it actually does. Only those folks who have bought it and are unhappy are revealing that it (allegedly) builds pages of links, and that even if it does achieve high ranking, those pages are hardly likely to satisfy searchers.

I did a sneaky thing when I saw some posts on other forums promoting TE. I went to a few of the sites, and did a little SE snooping ... the TE pages are just links with paragraphs using keyphrases as anchor text in the links. Quite similar to the sitemap on my site, except all the links go outbound. I also saw some pages that were nothing but links, no paragraph text at all.
The link and paragraph technique (with keyphrase anchor text) is an excellent technique to use for your link exchange page, and one I highly recommend (if you do it yourself).
I am not praising TE, or what it does, I am just saying you can do it yourself, build quality links to your site from within, and to exchange partners without having to purchase TE.
Kinda makes me glad I use SBI since this is the format so highly recommended in the Action Guide!
