I've seen suggestions that Google may examine links but I can't see how they could do this and not penalise legitimate links. I don't think they will penalise legitimate links.
Indeed I understand that Google are giving increased importance to "anchor text" - an element of any link.
Perhaps you are referring to off-topic links which will have no interest to site visitors?
On the other hand, if you have proof of Google ignoring links I'd be interested in seeing it.

You may count how many link partners you have to your website and then do a search on "link:www.your-domain.com" on Google. And compare the result to see how big the difference is between your link partners and the google result.
And also compare the current google result with the one two months ago. The links of one of our company websites have dropped to less then 200 from 700+ in a couple of months.
Another way is to check the hottest sites listed on Linkpartners.com and compare their link parners with their google link search result.

I don't think google penalizes websites swapping links because too many webmasters are doing link exchange. It simply ignores those traded links when it ranking websites. |

It has also been discussed at WebmasterWorld that these dropped links are the result of fluctuations in the Google algo's that occur on a regular basis. Not to mention, some sites being dropped due to spam being detected on their site, or found they are linking with link farms. As bad sites get dropped from Google, any backlinks from those sites are dropped as well.
Google still maintains the backlinks are an important part of relevancy. What webmasters have to do is make sure the places they link to are relevant and provide quality content to their visitors.
Another thing that has come out of Google recently is the dropping of link references from forums for pagerank. So if you have your url posted in your forum post, while the forum will get indexed, your link may not. Google dropping backlinks from forum posts would account for huge drops in backlinks for a lot of webmasters.

I read about this from Planet Ocean a while ago (and mentioned it in a post here), but I hadn't heard anyone else mention it until now. I was beginning to think there was nothing in it, but perhaps there is after all.
It will be interesting to see whether this has an adverse effect on the number of forum posts in the future!

I've known this for quite some time re: signatures in forum posts. But I think it is still a good way to promote your site. Not for pagerank, but for the actual site itself. I have received quite a few visitors from the posts I have made on forums.
Now, considering the subject matter of the site I post now, that may not be worth much. But if I do a site in the future about things of webmaster interest, then it would be

Google does not list backlinks from pages with pr < 3. So that may explain it. But as far as i know all backlinks are used in pagerank calculation.

I wonder how typical you are of forum posters in general?
Many of your posts not only read as very knowledgable, but also look as though they have taken time to create. This isn't the case with many other posts (particularly on other forums) where a strong vested interest seems like the only reason for posting - either to promote a product or to get another link. I think the latter is the logic behind posting for many people.
