I use them and are doing very well with the programs that they offer. They offer alot of CPA programs.

With Adsense TOS you are not allowed to add companies ads to your site that competes with Adsense.
So yes, there should be no problem as Primary ads are totally different to the Adsense Banner ad.

I'm not familiar with Primary Ads, but the deciding factor is ... are they text based and do they emulate the look of adsense in any way?
If so, no you cannot place them on the same page as Adsense, but you can use them on pages of your site where Adsense is not shown.
Secondly, do they ever include Google ads in their rotation? If so, again, no you can't use them on pages showing Adsense.

As I said above. Primary Ads don't emulate the look of adsense as they are totally different.
