Hi could some of u guys that know everything about everything, please give some feedback on this service http://www.4hits.co.uk/ and is it a scam in your opinion?

I wouldn't call this a scam. What you are receiving is visitors via pop unders (your site page would pop under the site the visitor is actually viewing first ... when they close the browser on the one site, your site would be on their monitor waiting to be viewed).
There are a couple things to keep in mind:
1. Pop unders used in this manner are untargetted traffic which usually results in low conversions rates;
2. Pop unders can be suppressed with pop block software residing on a users computer ... but may still show a visit in your logs, and the logs of the traffic service.
With this is mind, the rate for 5000 visitors is relatively cheap so a test may help you decide if this service can provide you with enough traffic to convert and make money.
Anytime you spend money to get traffic, make sure you track the traffic as well as the conversion rate to ensure you aren't just throwing your money away.
Don't just send the traffic to a standard page on your site ... use a tracking url specific to that traffic service so you can really test the ROI.
