People keep offering to put my link on a page with zero PR in exchange for me putting their link on my page with high PR.

If you are doing this, now you know why you are not getting replies. Please create a links page (or two) early and link to it and submit it and work on it.

Then people will want to link to you.

One guy links all his pages to his links page, instead of his home page, because it is so important.

Just my 2 cents.
