I noticed some affiliate networks did not have certain countries listed on their drop down box. Does that mean a person from that country cannot join any affiliate program in their network?

It's usually because they have had a lot of fraudulent activity and/or spammers from those countries.Also your site should be targeted to the countries that their customers want to target.

Try sending a friendly e-mail to their support centre.
