From what I've read (take this with a grain of salt as I haven't tested this) ... over opt penalties are actually filters and are removed upon reindexing of the revised pages to meet the requirements as the page will no longer trip the filter. Penalties are longer term, harder to remove; and are usually applied manually (very rare from my understanding).
The Arelis affiliate links also work to go to IBP, it's just the clickable text that changes.
I think Rakesh and MakeMoney have summarized it well ... kwd is important in terms of keeping out of the filters, and some kwd distribution in anchor text is becoming important whereas before it was all about keeping the kwd in anchor text quite lasered. And it makes sense to the SE's since it has the tendency to dilute manipulation of the SERPs.

I don't claim to be an expert on the
subject of keyword density.
A "from the gut" estimate would be
in the 3 to 7% range.
