As affiliate programs have evolved, is there any trend evident regarding how many tiers of pay? Are 2-tiers the most common or multi-tiers? How many? _________________ =

I would say one is most common simply because of the major merchants and networks, but two tier is better. Once you start going deeper than 2 tier you run the risk of being labeled MLM.

Most affiliate programs have one tier.
Two-tier programs aren't as effective as they used to be several years ago because with so many thousands of programs to choose from now affiliates are less likely to remain loyal to any particular program.
A lot of work put into attracting sub-affiliates can be wasted as those affiliates quit the program to try something new.
So if you launch a two-tier program, you need to make sure it's a very good program that affiliates will want to stick with. _________________ Allan Gardyne

We have been considering adding a two-tier system to our HHW Affiliate program once we have sorted out prodect feeds etc. Would you say that offering a two-tier system would put some affiliates off? Or would it just be an added incentive for some affiliates?

As long as you don't reduce the first tier commissions, I can't see many affiliates objecting.
Incidentally, irrespective of the limited financial benefits (for affiliates) of a second tier, if you have the possibility of confusing affiliates with customers, I think the emotional appeal of a second tier (for affiliates who will probably never benefit from it) might still be important when it comes to building up a team of affiliates as potential customers.
