It's a deceptive method used to cheat search engines in order to rank well for desired keywords.
cloaking is also used to trick users to visit certain websites based on their description in search engines.
For example a user searching for some product may click on a website in search engine based on its description and title but the final website will not be the one described in SERP's. It will be a totally different one.
these practices are designed to manipulate search engines and deceive users by directing them to sites other than the ones they selected

Cloaking, means what he says, referring to that something. Appearance is far from the truth. As others have said, these are the techniques of Black Hat, stay away from them! Only a people of great talent and poor use them to go forward, even if they are caught. Punishments can be very serious, and contain all sorts of bans.

cloaking affiliate links is completely different, it's just "masking" the actual URL of the affiliate link using a type of redirect script.Serving up different results based on user agent may cause your site to be perceived as deceptive and removed from the Google index.

So instead of a regular affiliate link, apparently.
