When i was just starting out I built my readership from my social media networks and real time personal and business networks. I share every post accross my networks, send out emails with updates and include a link to my blog in every email I send out.

Do not disregard doing Search Engine Optimization, SEO, on your blog. Get the All in One SEO plugin and put it to use. It might sound complicated but the plugin actually helps a lot.

agree on frequently updating your content. depending on the type of blog you have, update from daily to every few days to a week. never longer than that. also utilize twitter and facebook to create blog pages to let folks know what's going on. that will give you need traffic.

New content is crucial.
Also there are a lot of widgets like feedburner ( I think ) that people can subscribe to. When you place a new article they are announced about that ... so they can visit your site.
