In social bookmarking, users bookmark their favorite links online and accomplish it available publicly, whereas in social networking, people will allotment their photos, video, chat, etc with other people of the same taste. Both are advantageous. Using both with out spamming will do a lot for your website.

In my point of view both plays important role in getting backlinks. But i think social networking sites are better than social bookmarking as they have most popular in comparison to social bookmarking.

As for the SEO Purpose I mostly prefer to use Social Bookmarking. It help me to create a good quality of backlink. These backlink help me to get more traffic to the website. And As for promoting I must say social media would be good one.
