I totally disagree with you sir because no follow link can be read by Google and they can be use to rank websites. If its PR rank, then no follow is useless but when it comes to SERP, no follow and do follow can be use.

DoFollow Links in the Comments Section are not treated equally like other Links.DoFollow comments on Blogs outside-your-Niche are irrelevant.

I think that now Google has begun to consider nofollow backlinks to rank your website. But if you want to improve your site PR and dofollow backlink can help you.

That's a fallacy, don't believe it. The ones who have done actual SEO work will tell you it does work.
I built anchor text backlinks on "no-follow" pages and still ranked on the first page for my keyword

A link is nofollow then Google can not look the link that is position on a site. Nofollow has been requested by search engine to block poor quality links and to decrease the effect of spamming links on the internet.

A link is nofollow then search engine (Google) can not appear the link that is place on a website.The Nofollow has been ask for by search engine to wedge poor excellence links and to decrease the effect of spamming links on the internet.
