I would think this is the appropriate place for it since his post is mainly about the offerings of his Affiliate Network.

...would you say the above message isn't an advertisement?
The post would probably best fit into the "blatant threads" -as you would say- , however it's also a site review request -as promotional it is- so that thread would be a second choice...
However if advertisements of personaly owned affiliate networks or programs are permited, that's good news for me.
I have a few affiliate offers for my products too.
Maybe the administrator can offer some feedback whether this is ok or not...

I'm glad you guys couldn't decide the forum - I was uncertain too - but I felt that a "new" network offering might be best left.
I'll leave the topic here as replies of an Affiliate Network nature are probably best here. It should not fragment the discussion as the Site Review discussion will be a different context.
Blatant ad in this case did not seem the option as the detailed information had a touch of "humility" in its approach - not seen in the ads we normally get.

How do you distinguish "humility" from "cleverly promoted"?
In my opinion, this has to go in the blatant promotion section. If you replace the original "primary reason for the post" test with one of whether the style seems innocent, you risk making matters much worse.
Remember Chip "Lasting Impression" Tarver?
The starting a new thread test is a good fall back for borderline cases, if you ask me.

Poor Chip! He did work us over a bit, I agree. But this is nothing like that - no repetitive messages.
It doesn't appear any more "offensive" than, say, Phil's many lists of helpful sites, etc. If one of you had come up with an announcement of an interesting new Affiliate Network, it would be along these lines, I'm sure. Only difference is that the author is the owner.
Could be a carefully presented ad - that's why we'll all keep watching for further developments. Meanwhile my decision stands - and I believe it is consistent with Board policy for the time being.

I still think this is out of step with the way other cases have been categorised. Still, you're the (ruler-wielding) boss...
By the way, I like your crowd control... sorry, I mean people management skills...
If it works on me, it will work on anyone. Almost as disarming as the painful (but fading) memory of that ruler.
