it has some limitations such as no ssh, mysql local access only, no email address etc.

The 000webhost is quite good, yes, although I never seemed to have reached the magical limit of an affiliate payout 
They offer you 250 MB space and MySQL, which is fine for a small site, but not enough for a blog.

I actually have a site parked on 000webost and I am fairly satisfied with it. Initially I did have an issue because once I parked it I never logged into the host again as the site is self maintained (i.e. does not need to change and is info only for my clients) and it terminated because of inactivity. Now I set reminders on my calendar to log in to keep it active.

The first thing that is most critical with being one of the best web hosting sites, is support. Yep, you wouldn't think this would be number one, maybe you thought uptime, or whatever, but most of the top companies are very reliable, however, when something goes wrong, and it always does, then you want support. I don't even want to explain the pain and frustration you will face if your website goes down and you cannot get someone to help. If it is really the best web hosting site, it will offer twenty four hour support via multiple formats such as phone, email, live chat, etc.
