Hi Eric,
I don't know if this is feasible for the product that you are thinking about (you could have thought up a better example than Dogs... sell Dogs, make Dogs???)  anyway, I have had success with sending merchants a prefilled-out order form for them to give a price quote on.
None of the merchants in my particular field had affiliate programs, so I had to approach each one individually, and make up the conditions (how much percentage I wanted, etc.). In a couple of cases I even used the phone. Now I am representing several merchants that don't have tracking or affiliate programs - I just automatically send them modules that a visitor fills out on my site.
This is great!
I control the sales process, I control my tracking stats, and I also get the email address of the person who fills out this module, so I can follow up with them personally and see if their order/request goes to a good conclusion, and also ask for valuable feedback!
I have become very good at contacting businesses that I want to represent - but that should probably be another thread sometime...

I didn't think of the 'module" idea you mentioned... Thanx. I will look into that approach. Time to dig out the ol'd pen n paper and start working on ideas...
