It's simple, you will not get clicks without the high ad placement. You will suffer a low CTR, Google deemed the ad and the site as low relevance and end up charging more for fewer clicks.

Ppc tips are,
1. Dynamically insert search terms into landing pages,
2. Create big expectations with your ad copy and live up to them,
3. Shrink your site,
4. Create retargeting campaigns,
5. Do not ignore mobile shoppers.

PPC means pay per click. There are many tips for ppc like Maximize Quality Score, Test Ad Copy, Collect Leads and Data into a CMS and so on.
