When selecting keywords for a new website, what do you think it is the more recommended option, to select broad keywords or rather phrase keywords, or both options work similarly,

Focused keyword sets, i.e. keyword phrases three or more words long are basically long tail keywords. Although they don't get searched for as much as broader keywords, they are more focused. The searcher is more likely to find what he/she is looking for and more likely to buy.
You can optimize for broader keywords, but they're also more competitive.

For new websites, try to get rank for terms like "best blue widgets in Chicago". Once you start ranking for it, go for "best blue widgets", then "blue widgets" and then hit for "widgets".
