First, Google started with AdWords, which are the panels of ads you see on the right-hand side of the page when you search for something at Google. If you want your ad there, you pay Google. You can find more info here: https://adwords.google.com/select/
(I found that link by going to Google, typing in "adwords" and clicking on the "I'm Feeling Lucky" button.)
Recently, Google launched AdSense, a service which displays AdWords ad panels on thousands of large and small sites around the Internet. Instead of you paying Google, this time Google pays you.
