PageRank is just that - it's not SITE RANK.

I see so many people who don't understand this (or perhaps they do).

The pagerank that matters is the Pagerank of the page your link is actually placed on. The higer the rank of the page your link is actually on is what matters.

Many sites can have good PR and their link pages can have no PR at all. Some of these link pages may not even be crawled, while the site is crawled regularly.

Worse is the people who are using link services - you'll probably be doing yourself a diservice and hurting your site to exchange links with sites that use these services.

Reciprocals have low value as the SEs think they are artificially generated. Worse still are reciprocals from bad neighbors - can cause you a drop in PR.
