I just create a new blog and come here to read some useful tips...however,i don't so undertand what means tag and ping?and how to use it?I am newbie in blogging...

Basically, what you do is to categorize your post and ping blog services to let them know about it. Tag is simply a free categorization system.

I just want to add that for blogger, you can't categorize.
You need to add the tags within your post.

tag and ping is basically a more efficient backlinking strategy. Tags are your main keywords pointing back from blog or bookmark services back to you. Those services have categories which make links back to you relevant. Those categories normally have a high PR.
