There is no special techniques other than the standard "seo" and LINKS LINKS LINKS! My Free Links Direct site went from a PR0 when launched in the middle of May (actually, late May) and hit a PR5 when Google did their PR update in July. So, 2 months went from 0 to 5 almost entire on links. That's really the main thing.

Why do you want a PR5? Why not a 6? or a 7?
PR doesn't matter. All that matters is TRAFFIC and CONVERSIONS. Focus your efforts on getting REAL traffic and REAL customers. You don't need a PR5. It doesn't mean anything. It's a scoring system established by a computer at one company. Most people outside of webmarketing don't understand what it is and don't relate any relevance to it. Will your visitors have the Google Toolbar installed? Will they NOT buy from you if you don't have a high PR.

PR does matter. I've experienced it first hand as a high PR == more money for you and more conversions. I guess it depends on your website market, but as an example I sell ad space (small text ads) on my web portal for a good amount of money per month. Also, on my Free Links Direct site I get a LOT more conversions since the PR update happened. Though you are right that it mosly matters to webmasters. Depends on your markets.

my website was 2. And then I spent 200$ in submiting my site to some high quality directories like wow, buzzle, sitesnoop, etc. I also submited a press release to prweb. Then my site quickly got an PR5.
But I am just confused that sometimes my google toolbar shows a PR2 with my site. By checking with a pr check tool, I found 9 google servers give me a pr5 and 1 shows pr2.

Social bookmarking is good way to get more PR5 quickly. This method has 2 ways to get traffic:
First, direct traffic from social bookmarking sites. To get top ranking of them for keyword that you choose, you need hundreds or even thousands of votes. e.g del.icio.us, Digg.
Second, these get indexed by search engines quickly. Because Social bookmarking sites have high PR.

PR does matter on some fields, i heard people say poker and casino site are all about SEO and PR. Many SEO experts are getting huge profit from poker/casino. Their affiliate merchants even offer link exchange between their affiliates.
but in my opinion, don't waste time on PR, use the time to enlarge your opt-in lists. It is the BEST way to earn money online. I heard people earning millions a year just from email marketing and his home page has a PR 0

I guess Social Bookmarking Sites, forums interaction and loads of links can really help... SEO plays a very critical role... organic SEO's if done really well can help alot

Can you deposit PR into your bank account? When you can then it will matter. Until then all that matters is traffic and conversions. PERIOD. When you finally get that then you might be able to make some money.
PR does NOT = money. It's just a little green bar. What makes money is TRAFFIC and CONVERSION. PERIOD.
I make a lot of money of sites with little or not PR! I have a very high PR site that makes little money. You would think it would be the other way around... except for the fact that PR doesn't matter.
So for those of you interested in making money, fiture out how to get traffic and how to convert that traffic, for those of you who want to pat yourself on the back because some computer alogrithm says you have a good site then more power to you.

Googe search text link advertising and find a company that sells links. Buy a link from a PR7 or PR8 site. Not cheap, but your PR will jump because they transfer some of their page rank to you.
Also do not give away your page rank as much. You certainly want to transfer PR to some of your own pages, but a website full of too many outgoing links is losing page rank as well.

Careful here, I reckon...
It's always a grey area, but Google recently announced further crackdowns on buying links. I think I read about this in Planet Ocean (paid subs), so I can't link to it.
They were certainly speculating that Google's interpretation of "paid for" links might be broader than originally thought.
Either way, this has all the signs of a "say one thing do another" policy, or at the very least of selective implementation. Compare it with the cloaking debate. Plenty of "you mustn't", but many people clearly can and do - with impunity.

Charlie this is a good debate. You can never outguess Google, I suppose, because even if you do they will probably change things next week anyway.
I should have said that buying a text link in addition to getting other links will help. Working on backlinks never ends. I do it everyday.
By getting other links I mean hyperlink various keyword phrases to your home page as well as on your inner pages. Do not just do the same phrase over and over. Mix it up in everything you do.
But if you buy a text link be prepared to keep it and target one of your primary keywords. I have had a text link on a site for over 3 years and I am #2 on Google for that keyword phrase.
I am also on page one of Google for hundreds of other keyword phrases because I work at getting links for hundreds of other keyword phrases.
A broad linking campaign is good. Along those lines getting links from relevant websites to the theme of your site makes a difference as well.
But any link can bring traffic. Because you have no control over who links to you even links from non-relevant websites can bring you traffic and they should not hurt you.
