This one is. I hired a programmer to do a mod_rewrite to make it more search engine friendly. The change in pages indexed was really dramatic. I believe this may not be necessary with the latest version of the software.
I don't know about the "best" place, but I'm using pair.com and find it good.

If you do some searches on this forum, you'll find some discussions on running forums.
I think the main questions you need to ask are:
Do I want to spend one, two or three hours a day answering questions?
Who will moderate the forum when I want a break?
Should I use volunteer or paid moderators?

6,000 MB, which will be plenty and Unlimited Bandwidth. I've got a monthly pay plan, but you probably won't need it, with the traffic you have.
I've got a PHPbb running, with 650+ members. It takes just over 1000 MB, most for the BB, not the database. So, one the program is installed, you would have plenty of space and unlimited bandwidth will eliminate any shut downs or extra charges.
Naturally, the software is free. And with Fantastico the setup is one click. They recently upgraded versions, so you'll be right up to the minute.
Mine is a members only forum, with a couple of volunteer mods. I spend hardly any time working on it, but the members all have a common vertical interest and have been together so long no real "policing" is required.
