Is it true that you only need to submit your blog to Yahoo! and MSN search engines to get ahead. Google will recognize your blog itself, and submit it to blog directories?

Don't bother submitting it at all.
Just get a bunch of incoming links from decent sites in your niche and the engines will follow.

That will work for search engines, but for blog directories I believe you will have to submit.
I submit new blogs to 62 blog directories.

and how much traffic you get by submitting it to directories ? and how one could find list of these directories . do they need resiprocal link too ?

You can mess around with blog directories and getting low quality backlinks if you want, but I just think there are far more productive ways to generate traffic.
Getting a plug on a medium traffic blog will bring you more traffic in 24 hours than submitting to 10 blog directories will bring you in 6 months.

I submit each blog I create to about 45 rss directories using RSS Submit. It takes about 3 minutes. You can then manually submit to another 20 or so using that tool. It's not necessary to submit your website to the search engines, but I've found it is beneficial to let the rss directories know my blog is around.

If you get backlinks to your site you don't have to submit anywhere. The search engines will naturally find you. And as mentioned above writing articles is a good way to get some initial backlinks. You can also offer other related webmasters free content if they agree to link back to your site.

In a recent experiment I did with 6 niche blogs, all the promotion I did was to post a daily article to the blog, and 'ping' it at services like Pingomatic.com or Pingoat.com
That was ALL.
At the end of one month, the 6 blogs were pulling in a total of around $2 per day.
Of course, any other promotion you do will be incremental.
