I have not used the service, but have checked it out. Willie Crawford is using it, and highly recommends it if you are looking to get your articles syndicated.
If you are just starting out with article marketing, I would recommend starting out with something a little easier (article marketer has a pretty cheap distribution service, you can pay quartlerly if you are trying to keep the costs down). Once you are comfortable with that, upgrade to Content Propulsion Lab. Willie has said that the service is not too hard to learn, and there are video tutorials to help you along the way.
I would try it out now, I just have too many other things on my plate.
