Post subject: Creating "Hot Or Not" Feature

Everyone knows about the hotornot webpage and I recently visited a thread on this where the posted site had a "hot or not" for dogs where visitors could upload images of their dog to be rated. The average rating would immediately calculate and display, moving on to the next randomly chosen dog.
I dabble in web design but no zero programming. What would it take to get a "hot or not" type feature up and running? I'd be very appreciative if anyone can help me out!

Thank you for the suggestions. I really like the first one, but, hoping to find a 10-point rating system.
