I still think the difference might be that your site looks like a sales letter with links to content pages, whereas the other site looks like a content site from the start.
We can only guess as to Google's policy. Besides, if yours was a grey area, and you were referred by the spider to a human reviewer, you are subject to that person's interpretation of the policy (which may be very different from another employed reviewer).
A similar problem often surfaces with different "editors" with directory submissions.

Article City is a site that offers content to other sites. They are a content distributor not reprinter.

Once you have been approved for Adsense, you can add the code to any of your sites, so the site in question may not have been the site that was originally approved for Adsense. |

Yes, you may add the adsense code to any site, however, once you do the site gets reviewed. There are a variety of things available to determine traffic, not least of which is Alexa. But yes, I would say Google, as well as others, can find a relative mark of the traffic you receive.

I also have a site which is around 80% other peoples content, and this was accepted into AdSense.
So I doubt if having Will's articles on your site was the reason it was refused.
