I could be wrong, but the way I understand it, the normal thing is for people to pay taxes in the country where they live. In the example you give, I believe you would not have to pay taxes to the U.S.

More than likely, yes. Wherever you live, affiliate commissions you earn are income which you are legally required to declare to the tax man in your country. If you have a main job, your affiliate commissions are like a part-time job. So keep careful records of all your expenses and declare them, too.
